Starting Steps and Key Information in the Construction Project Process


1- Land Acquisition and Construction Potential

The first step to starting your construction project is acquiring a suitable plot of land. However, it's crucial to check local zoning plans and regulations to determine how much construction you can undertake on your land. This will help you establish the starting point for your project. We recommend consulting with an architect or civil engineer before purchasing land for construction. 2- Pre-Architectural Project Procedures

After acquiring the land for construction or if you already own the plot:

2.a- Official zoning status should be obtained from the municipality where the plot is located. At Onha Architecture Engineering Construction, we recommend obtaining the official zoning status before purchasing the land.

2.b- Lihkap (Application sketch) will be obtained from Land Registry and Cadastre General Directorate authorized Survey Engineers. It involves marking the boundaries of property or easement rights on the ground in accordance with the information and documents in the title deed plan. The sketch prepared as a result of this process is defined as the "Application Sketch."

Before starting construction or drawing up an architectural project, it's essential to first obtain zoning status. Prior to obtaining zoning status, you need to obtain an application sketch, also known as a lihkap document, specific to the region such as Sakarya, Serdivan, or Adapazarı. 3- Architectural Project Study Stages

After obtaining zoning status and the application sketch (LIHKAP) for our plot, our survey engineer conducts a red elevation study, which shows the elevations and height differences of the plot. Based on the location of the land, its geometric shape, elevation differences relative to road levels, and your specific requirements, architectural design work on the plot begins. Once the required studies are completed, construction project stages proceed based on the chosen and most suitable architectural design for the plot. 4- Determination of Soil Values (Geotechnical Study)

After approval of the architectural study, it is necessary to determine the soil values of the land where the plot is located in order to proceed to the reinforced concrete project stage. For this purpose, a geotechnical study needs to be conducted. Geotechnical study results are typically prepared and approved within 1 to 1.5 months. 5- Preparation of Reinforced Concrete Project

After conducting soil drilling for geotechnical studies on our plot, preliminary results related to the soil are typically obtained within 1 week. Based on this preliminary geotechnical study report, a draft design for the reinforced concrete project is prepared. Once the geotechnical study report is approved, revisions to the reinforced concrete project are made to finalize the project. In addition to the reinforced concrete project, formwork and scaffolding designs and calculations are also carried out.

6- Survey Engineer Tasks

After completion of the architectural project, our survey engineer prepares Building Application Project, Plankote, and red elevation documents. The Sakarya survey engineer prepares all necessary survey documents for your architectural projects, including road abandonment, consolidation, subdivision, and application 18 processes for your plot cadastre operations.

 

7- Building Inspection Process

After the architectural and reinforced concrete projects are prepared and pass preliminary checks by the relevant municipality, project details related to construction are entered into the Building Inspection System (YDS) by an architect. The Building Inspection System verifies the plot where construction will take place through application to the relevant municipality. Upon approval from the municipality, the Building Inspection System automatically assigns any building inspection firm to our project. Building inspection firms ensure and enforce compliance of construction projects and activities with legal regulations, standards, and safety measures. Communication with the assigned building inspection firm is established to have our projects checked. If there are no discrepancies with regulations and standards in the projects, preliminary approval from building inspection is obtained. Once building inspection approves the projects, outputs of architectural project, reinforced concrete project, structural report, scaffolding project and report, mechanical installation project, heating project, electrical projects, elevator project and installation projects are obtained and signed off, and the building inspection contract is signed, and all required documents are deposited in the project file, which

 

8- Preparation of Installation Projects

After obtaining approvals for architectural and reinforced concrete projects from relevant authorities, the preparation phase for other necessary projects for construction begins. 10- Geotechnical Report

Throughout these processes, based on approved soil study results, a detailed geotechnical report is prepared concerning the soil. This report helps identify risks such as liquefaction or swelling in the soil and assists in developing soil improvement projects if necessary. If any adverse conditions are identified in the soil values, appropriate measures are taken to prepare improvement projects, ensuring the project's safety, and this is added to the building permit file.

11- Obtaining Building Permit

Once all these processes are completed, application is made to the relevant municipality to obtain a building permit. During the application, a file known as the "thin file" is submitted, which includes current land registry extract, building application, application sketch, Plankote, building owner-contractor agreement, necessary documents for the contractor, site manager documents, undertakings of architects and engineers, acoustic report, energy performance certificate, building inspection documents, structural calculations, scaffolding calculations, and geotechnical reports. After the municipality reviews the projects and the thin file, the building permit process begins. The building permit is entered into the system and is opened for approval once the system approves it. After signatures from the involved parties, the building permit is approved by the municipality, and construction can commence.
